This article attempts to compare the state of the Research and Development (R&D) in the Republic of Azerbaijan with the practices of the leading countries in this area. Drawing from the best practices around the world, it proposes conceptual recommendations for the policymakers regarding the optimal distribution of R&D expenditures among the research areas (basic, applied, experimental); possible ways for the State to stimulate and direct diverse R&D activities in line with its strategic development goals; the issues of intellectual inbreeding, research ethics, research misconduct, predatory publishing; evaluation of researchers and assessment of research activities.
