1 Confronting the Public Education Challenge in Florida By Lynne Holt and David Colburn Public education in Florida faces extraordinary pressures as it attempts to meet public and political demands to improve both its quality and outcomes. In the K-20 Education Code, enacted in 2002, the guiding principles call for a system that: “is seamless for kindergarten through graduate school and student-centered in every facet; maximizes education access and allows the opportunity for a high quality education for all Floridians; safeguards equity and supports academic excellence; and provides for local operational flexibility while promoting accountable student achievement and improvement.” Two questions immediately suggest themselves, as policymakers and educators struggle to meet those challenges: how does Florida balance equity and maximum education access with the provision for local operational flexibility, and second, how can Florida simultaneously maintain a student-centered system and a
