In September, 1996, CHRISTOPHER SANDS was giving congressional testimony on measures the USA should take in anticipation of the SECESSION OF QUEBEC. With him was CHARLES F. DORAN, CFR, urging the USA to adopt a "supranational affiliation" with the post-secession remains of Canada. In 2007, here is the same CHRISTOPHER SANDS publishing "Negotiating North America: The Security and Prosperity Partnership" for the Hudson Institute, in the Summer of 2007. SANDS is now pushing the same supranational affiliation as in 1996, but -- as we know from Allan Gotlieb, speaking on video -- 9/11 was the "provocative agent" for the NAU, being built out of the SPP.

[A} 1996 Pushing before Congress for a SUPRANATIONAL AFFILIATION (EU-style) because Quebec will likely "secede";

[B] 2007 Pushing for Congressional involvement in the SPP, which has so far been done on a handshake, by executive treason.
